I'm still decide, weather or not should visit these countries (Czech Republic, Slovakia, Hungary, Croatia) in January-February 2008, my winter break. Can I, with snowstorms and low temperatures and cold wind?

Find a severe winter? In a word ... Yes. It is certainly a snowstorm, but stable, as these countries are far from the Atlantic, they do not see the warm Atlantic Current, warm air from North Africa holds as rolling on the east coast of the USA. UU. and Western Europe.
So expect a lower temperature 10-20 degrees (Fahrenheit) that the regions should go.
